D.M. “Mac” Williams, Jr. is the Chief Executive Officer of BAI, Inc. Mr. Williams, a Hispanic American and retired Navy Rear Admiral, has over 40 years of experience in legal advice and policy analysis, development, implementation, and compliance.

Before founding BAI, Inc. in 1999, Mr. Williams served as legal and legislative advisor to four Secretaries of the Navy. He also served as legal advisor to the Commander-in-Chief, U.S. Forces Pacific and Commander Submarine Force, U.S. Pacific Fleet.

While serving as Commander to the Naval Investigative Service Command, Mr. Williams managed a worldwide organization of approximately 2,000 people responsible for major investigations, physical and information security policy, the Anti-Terrorism Alert Center, and counterintelligence within the Department of the Navy.

Mr. Williams received his B.S. degree in Chemistry from Wake Forest University in 1965, and his J.D. from Wake Forest University School of Law in 1968. He received his LL.M. in International Law from the University of London (King’s College) in 1974 and an LL.M. equivalent at The Judge Advocate General’s School of the Army in 1980.
