Officer is D.M. Williams, Jr., a Hispanic American and former Navy Rear
Admiral, who has managed a worldwide organization of approximately 2000
people responsible for major investigations, physical and information
security policy, the Anti-Terrorism Alert Center, and

the legal and legislative affairs advisor to four secretaries of the
